Peace versus The Absence of War

Peace and Absence of War
You can have a situation where there isn’t a declared war, but the atmosphere is one of fear, mistrust, hatred and uncertainty and militarisation. This is, obviously, not peace. Peace isn’t an absence, peace is a positive force, where fears are examined, discussed and (hopefully!) resolved, where individuals and communities can engage in constructive dialogue, where plans can be made for the future and wounds of the past healed.
It is worth noting that the Pentagon is spending mega-bucks on “low-intensity conflict”, and “operations other than war.”
